Abstract

This presentation reviews ten years of experience with a shared public-private operating theatre within the Picardie Ophthalmology Institute (IOP), a healthcare cooperation group bringing together Amiens University Hospital and private ophthalmologists. The model integrates public and private resources within a dedicated ambulatory ophthalmic surgery facility, aiming to improve efficiency, patient access, and quality of care.
The results demonstrate a significant increase in surgical activity. On the university hospital side, activity increased by 82% between 2016 and 2024 while maintaining the same number of operating sessions. Private-sector activity also grew substantially, driven by an increase in the number of surgeons and expanded operating room capacity. Key benefits include optimized resource utilization, reduced waiting times for surgery, improved workflow efficiency, access to advanced equipment and expertise, and enhanced attractiveness for healthcare professionals.
Several challenges were identified, including the fragmentation of patient pathways between two sites, the need to duplicate emergency resources, complex medico-legal responsibilities, and increased administrative requirements. Effective coordination between teams and institutions remains essential.
The success of this public-private partnership is largely based on clear governance, mutual trust, strong communication, and efficient planning. Surveys revealed high levels of satisfaction among both patients and surgeons, confirming the value of the model. Overall, the experience shows that a public-private healthcare partnership can significantly improve efficiency, expand care capacity, and strengthen healthcare delivery when supported by robust organization and balanced management.
